Many people are upset that Japan made it to the World Cup Round of 16 and not Senegal. They had the same points and tiebreakers so FIFA broke the tie for the first time using penalties (the team with fewer) to send Japan into the match with Belgium. Considering FIFA used to break ties Biblically (drawing lots), it's not so bad.
Belgium doesn't really care who they play. They took a seemingly effortless W against England to take the top spot in their group. Both teams could struggle and both could dominate. Just depends which team from which team shows up.
